ELO: the new obligation to cross the smart border from April 2026
Starting on 20 April 2026, the presentation of a Mandatory Logistics Envelope (ELO) becomes indispensable to cross the intelligent border between France and the United Kingdom. This measure aims to simplify and secure trade, while at the same time changing transport preparations.
Since Brexit, the passage of goods is based on the intelligent border, with several formalities (customs, safety and security) sometimes associated with barcodes facilitating passage. However, this information remained divided among several references, which could lead to longer checks and risks of errors.
The ELO service was launched in April 2025 to enable operators to become familiar with the system and to create, modify and track their envelopes. During this phase, the use of ELO was strongly recommended but not yet mandatory. DGDDI has thus offered a transitional period for supply chain actors to test the process and prepare their transport units.
Effective April 20, 2026, ELO becomes mandatory. It brings together all the information necessary for transport (loading, customs declarations and security data) under a single reference, based on a bar code.
The ELO applies to all roll-on/roll-off (RoRo) transport units, whether accompanied or not. The principle remains simple: a transport unit = an OLA. All information is centralized in a single document in PDF format, accompanied by a unique barcode.
The creation of the ELO is carried out by a designated manager (carrier, customs representative or other actor) with access to the customs portal. This manager is responsible for the creation, updating and monitoring of the OLA, as well as for the management of the issues of apparement during the creation.
This evolution marks an important change as barcode is no longer just a facilitation tool, but becomes the key to a complete and unique folder.
From 20 April 2026, the presentation of the ELO is mandatory from the check-in. Without it, boarding can be refused or formalities left untreated, resulting in delays and regularization.
In summary, the ELO allows a smoother and more secure passage, provided that it is anticipated and properly prepared before departure, and that the person designated by the company correctly manages its creation and monitoring.
