Deforestation: Member States validate one year carry-over of EU RD

EU Member States have approved a one-year extension of the application of the European Regulation against Deforestation (EUDR). A targeted revision of the text will be proposed in the coming months.

This emblematic text, considered a pioneer by environmental organisations, aims to prohibit the marketing in Europe of products such as palm oil, cocoa, coffee, soy or wood from land cleared after 2020.

Its main provisions were originally to apply from 30 December 2024. Following concerns expressed by Member States, third countries, traders and operators regarding their readiness, a first one-year deferral had already been adopted in December 2024.

The new amendment, proposed by the Commission in October 2025, addresses persistent implementation difficulties, including the need to ensure the proper functioning of the EU information system and to reduce the administrative burden on small operators.

What has been decided

On 19 November, the European Union countries supported a further one-year postponement of the entry into force of the EUDR.

This period will be accompanied by a revision of the Regulation, in particular on the due diligence obligations applicable to the products concerned (cacao, coffee, wood, soy, beef, rubber, etc.).

Next steps

According to the EU Council:

  • a negotiating mandate has been validated;
  • the Council will open discussions with the European Parliament;
  • objective: to reach an agreement before 30 December 2025, the date of entry into force of the current EU RD;
  • the postponement must be formally approved by Parliament;
  • a revised version of the Regulation is expected in spring 2026.

Even with this postponement, it remains relevant to:

  • update its source maps:
  • document areas of origin;
  • strengthen due diligence procedures;
  • secure evidence of compliance.

These actions enhance transparency in the value chain, help combat deforestation products and build more sustainable and competitive supply chains.
