Cumulation of origin Paneuromed/Balkans : State on 17/09/2025
In 2025, the implementation of the rules of origin modernised under the Pan-Euro-Mediterranean Convention (PEM) is gradually evolving.
This step-by-step approach allows partner countries to finalize their national procedures prior to the planned generalisation of 1 January 2026, date on which the revised version of the PEM Convention (2023) should be fully adopted by all Contracting Parties.
As a reminder, this gradual transition has led to the classification of countries into four groups, according to their level of adoption of the new rules:
- Group C : application of historical rules alone (version 2012)
- Group R : application of modernised rules alone
- CR Group : application of both versions
- Group T Provisional application of modernized rules
The European Commission published on 17 September 2025 an official update of the matrix of bilateral relations and the possibilities of diagonal cumulation in the Paneuromed area and the Balkans.
This matrix provides a key answer for operators: with which trading partners is preferential cumulation possible, under which version and from when?
Even if the matrix facilitates reading, it remains essential to consult the references in detail! It should be noted that Egypt refuses the permeability of the rules when it is the recipient of a finished product or when Tunisia enjoys an exceptional transitional regime with the introduction of ultra-simplified rules for limited quantities of textile products.
It is also noted that some countries have still not adopted the new rules at the end of the deadline: this is the case for Algeria, Lebanon, Israel and Palestine.
As regards Morocco, the publication in OJEU 2025/1947 confirms today the application of transitional rules until 2027, when the country should have updated its convention at national level.
