Ivory Coast – EU: evolution of proof of origin for Ivorian products
Entered into force on 3 September 2016, the Interim Economic Partnership Agreement (EPAi) between Côte d'Ivoire and the European Union is a trade and development agreement that guarantees Ivorian products free access to the European market, in order to support the country's economic growth. Under this EPAi, all products originating in the preferential sense of Côte d'Ivoire may thus benefit from thetotal suspension of customs dutieson importation into Community territory.
As with all the Economic Partnership Agreements negotiated between Brussels and the African, Caribbean and Pacific countries, Côte d'Ivoire partially opens its market to EU imports with transitional periods. Following negotiations with the EU, the Ivorian Customs Directorate-General issued a circular on 16 November to the local exporters informing them of the dematerialisation of the EUR1 movement certificate as from 2 December 2022. The introduction of the original invoice declaration as a registered exporter in the Community database « REX », will allow this dematerialization.
By way of information, Community exporters have already been obliged, since 2020, to justify the preferential origin of products sold to Ivorian territory, using the Declaration of Origin on Invoice, as a registered exporter.
