BREXIT and smart border: evolution for the passage of goods between France and the United Kingdom

For the past four years, the BREXIT (IT System) has managed the passage of 3.5 million trucks a year between France and the United Kingdom. Vehicles crossing the border must have alogistics envelopecontaining details of the goods carried by means of customs export declarations and import declarations with advance status in order to be authorised to cross the border.

Although the overall operation is effective, some errors in document pairing have sometimes caused blockages. To further streamline and secure the border crossing, a new system is in place: the logistics envelope (ELO).

During its informative webinar, Customs clarified the important points of this system:

• Secureborder crossing by connecting SI BREXIT to customs applications ICS2 (safety/security of goods system), DELTA T (customs transit), DELTA I (import clearance).
• Simplifythe crossing of vehicles to which a single logistical envelope will be assigned to consolidate all the reporting data of the load.

The ELO system will be opened from 1 April 2025 and will become mandatory on 1 September 2025. Customs draws the attention of operators to the obligation for goods in a load to be declared in the ICS2 system in order to be connected to a logistical envelope in ELO.

ELO will be accessible by any actor in the supply chain with identification by a customs account (without the need for specific authorization from the customs). The operator who will create the logistic envelope will be considered as the « creator » and will be able to track the movement of the vehicle on the system of the creation of the envelope at destination.
