Dual Use Assets: Update Supporting Documents to Attach to File Submissions

As a reminder, the licensing process, from the filing of the application to the notification of decisions, is carried out by the Dual Use Property Service (DUSB) in a dematerialized manner through the EGIDE information system (Interdepartmental Registration and Management of Records at Export), the components of the file must be loaded on the EGIDE portal exclusively for all applications.

The EGIDE portal therefore enables authorisations to be obtained according to the type of goods concerned:

Individual licence: granted to a particular exporter for an end-user or consignee in a third country and covering one or more dual-use goods

The global license: granted to a particular exporter for a type or category of dual-use goods which may be valid for exports to one or more specific end-users and/or to one or more specific third countries

The general authorisation of the European Union: issued for certain countries of destination, granted to a set of exporters

The national general licence: granted to a set of exporters, a national export authorisation for certain countries of destination

Licensing/technical assistance/other services: concerns any technical support in connection with the repair, development, manufacture, assembly, testing, maintenance or any other technical service related to the Dual Use Goods

Non-licensed folders: for questions about the classification of a good or to notify a suspicion of diversion

On June 23, the SBDU made two new models available to exporters to clarify and simplify formalities:

End-use certificateThis document must be completed and signed by the end user of the goods and then loaded on the EGIDE portal as an annex to the licence application. In this document, it is the end-user who must undertake that the goods will be used for civil purposes only (or not). The document can be downloaded in French and English.

Licensing/technical assistance/other servicesThe updated form is applicable to the various situations set out in the dual-use property control regulations and the sanctions regulations against certain countries. Note that the old form used by exporters for files under processing remains valid.
