Self-certification of preferential origin: WCO highlights conditions for success

Self-certification of origin occupies an increasing place in preferential schemes. It allows the exporter to attest himself of the preferential origin of the goods, without going through a systematic issue of a certificate by the customs administration. This mechanism simplifies formalities, streamlines trade in goods, but requires a high level of documentary control, traceability and compliance.

At its World Forum in April 2026, the WCO focused on the preconditions for effective self-certification. In particular, discussions focused on the need for firms to have rigorous internal procedures, accurate knowledge of the rules of origin applicable to their products and reliable tools to secure the justification of declared origin. The issue is twofold: to facilitate flows while limiting the risks of recovery, re-examination of origin or non-compliance with trading partners.

The Forum also recalled that self-certification can only work on a sustainable basis if all stakeholders share a common understanding of the requirements of the scheme. This implies close cooperation between customs administrations and economic operators. For exporting companies, therefore, the question is not only whether self-certification is possible, but above all whether they have the operational and legal prerequisites for safe use.

In this context, the WCO confirms that self-certification of origin is a promising simplification lever, provided that it is backed by strong corporate governance.

On the EU side, the approved exporter and registered exporter authorisation systems have been introduced to apply self-certification.

For example, under the Trade and Cooperation Agreement between the European Union and the United Kingdom, an exporter may self-certify the preferential origin of his goods by means of a certificate of origin on a trade document. But this simplification is of value only if the company is able to demonstrate, at any time, the validity of the declared origin. In practice, this requires maintaining solid evidence of product composition, origin of materials used, value calculations or tariff change calculations applied, as well as supplier documents and manufacturing records. In other words, self-certification facilitates export, but it transfers responsibility to the company to secure and maintain the supporting traceability, in order to be able to respond to a customs control or a request for post-clearance verification.

To help exporters determine the preferential origin of their products, the European Union provides free tools such as ROSA, which is integrated with Access2Markets, which allows for a first self-assessment of the rules of origin. At the same time, companies may also use specialised providers to benefit from tailor-made analyses, particularly when the supply chain, product structure or evidence requirements require more detailed support.
