MACF reduction: negotiations progress in the European Parliament

On 26 February, the European Commission published its proposals for simplification of the MACF. The European Parliament replied with a draft opinion of amendment.

Following the European Commission's proposals to reduce and simplify the modalities for the implementation of the Carbon Adjustment Mechanism at the Border (CAFM), discussions are moving ahead in the European Parliament. A number of Members have already tabled new amendments, particularly on a particularly sensitive point:level of exemption thresholds.

On April 3, 2025, adraft opinionwas published, suggesting a significant revision of the originally proposed tipping threshold. While the Commission had proposed a threshold of 50 tonnes, some Members now recommend that the Commission shouldincrease to 100 or even 250 tonnes. This would be aimed at reducing the administrative burden on small importers while maintaining the environmental effectiveness of the scheme.

With regard to the other simplification proposals put forward by the Commission, such as the time lag in purchasing and the stock level of MACF certificates and the requirement to have an accredited auditor, MEPs have not yet expressed their views.
