Accession of Ukraine to the common transit

As part of the simplification and fluidity of flows, Ukraine was formally invited to accede to the Convention on a Common Transit Procedure between the European Union and Common Transit Countries and the Convention on the Simplification of Formalities in Trade in Goods. It deposited its instruments of accession to the conventions in August and can therefore carry out common transit from the1 October 2022.

Ukraine therefore joins the group of third countries already benefiting from the common customs transit (Norway, Iceland, Switzerland, Northern Macedonia, Serbia, Turkey and the United Kingdom) allowing for a further step towards possible EU accession (cf.EU: green light for Ukraine and Moldova). 

As a reminder, common transit offers facilitation for trade between the acceding countries and the EU:

  • mutually recognised financial guarantees,
  • reductions in the number of border controls,
  • and thus fluidisation of flows between states.

In practice, operators wishing to establish transits to Ukraine will have toupdate the guarantee instrumentsby adding Ukraine to the list of countries covered by financial guarantees. As a first step, it would be a matter of privatizing border offices to limit the risk of non-discharge of transit, which would result in bonding.

Thus, flows can be accompanied by transit documentsT1 for third party goods(never released in the EU) andT2 for Community goods(goods of EU origin or third parties released for free circulation on EU territory).

This is an important step in Ukraine's pre-accession strategy, as well as proof of work on solidarity routes to and from Ukraine.
